Adjust Mouse-Over Tooltips

*Add option to adjust delay/response of tooltips to make the interface easier on the eyes and reduce lag.
*Add option to turn off fade in/out animation to improve response and reduce lag.

If I think of something else, or someone here does, reply and I'll update this list.

yeah the map is super laggy when moving it around. and it doesnt move at a 1:1 ratio to the position of where you drag your mouse from one point to another on the screen. I dont think that its supposed to do that but it does when its loading new tiles

also doesnt scale when you zoom out, so you can still only drag it a short distance at a time. makes looking at your surroundings really difficult
