Coining troops

Ok, I understand that people who pay should get some advantages in the game. However, I think the current environment allows for excessive coining of troops, and that has the potential to create an environment where the total number of players that continue to play this game will decline. Is it possible to set lower limits on the number of troops that can be coined?
