Merge is not completely against the rules, however at this point it is better to ask permission (by submitting a ticket) than it is to ask forgiveness (Which you wont get). We want tribes to be able to merge, but more so out of necessity to remain viable in the scheme of the world than just reducing future reds and boosting tribe win percentage.

I like the idea of not being able to Merge to win.

We shall see if I still like it after looking around the world at the end.
