Can I catapult my maxed out farm to reduce the level so that I can build again and thus increase provisions?

You can catapult your farm however your farm doesn't take up any additional provisions. To see which buildings may be taking on additional provisions you can visit our wiki page under "buildings" here: Building Provisions.

Ethnos, no catapulting your farms will not make it where you gain extra provisions. If you catapult your farm it will just make take away the provisions and not allow you to build or train anything that the farm level is decreased to is raised back up to where the provisions is capable of handling the load.
