Reported Headquarters Bug

I searched and did not receive any hits on this issue. I read in the HQ description, that it decreases the constructions time of bldgs when you upgrade them. I checked the warehouse and farm upgrade times before I upgraded my headquarters twice and the construction times for the farm and warehouse upgrades stayed exactly the same. 1.5 for the Farm and 3.0 for the warehouse.
Could you check into this?

Unless I was told something false I believe that that is how it used to be, and it changed and now each level only increases the amount of time that can be left on a building in que and be finished for free.
