Paladin Relocation Provision Cost?

I've found that in order to relocate my paladin to a village, I need at least a provision or 2 free (literally had to clear 2 axes from queue one time to go from 0 provisions free to 2 provisions in order to relocate). Is this an intended feature? And could someone explain if yes? Or is this a bug? He didn't take up any provisions once I was able to hit "Relocate" but seemed to require open provisions in order to relocate at all. Thanks!

Paladin costs 1 provision to summon. I assume that would apply to relocation as well.

It was orginally miscoded where only the first city to summon him paid the 1 provisision cost, an recent update changed it so to relocate you need atleast 1 provision.
