Relocating a noble

So I know you can't do it, but I was just curious the reasons why it is the only unit you can't relocate? Just curious.

Academy i assume, or that you dont break the game nobling a city with a relocating noble incoming

Il tell ya how I relocate nobles...send him against another villas wall with no friends to keep him safe.
