Second City 24 hour timers at 18/20...not 19/20.

So I was clicking al lthe tasks to get my second city. One of the tasks required a lvl 2 barracks, which I did not yet have. I clicked the "take a rest" task....and now I'm afraid that I will continue after the rest at 18/20....when it should be 19 of 20. Anyone else seen this before?
