Currently, there is no way to view all of your spies in your villages. The overviews allow you to build buildings, make units, but for spies, if you want to recruit them, you must go into each village and manually make more spies. After you have dozens or hundreds of villages, this only consumes time that could be spent doing something else.
Could spies by added to the unit overviews, and be recruitable from there just like everything else?
