Tribe skill suggestion

I think that having strength in numbers in the first tier makes people spam it, and then we have tribes with a ton of members but no actual points or army. I think we should increase the base member limit and then move strength in numbers to the second tier.
Smaller tribes in the beginning would make for less tribal hugs dominating of worlds by merger/alliance.

I think the unintended result will be the few tribes that have one guy who drops a few hundred bucks on tribe levels at the start of the world are now the only ones that are competitive and it drowns out all the competition.

It's a nice idea, but too many tribes already start the world at level 23-24 due to one dude dropping money to make it happen. This will just make it impossible to fight them without breaking the bank.
