TW2 Tools is a third party site run by a player, @heimdall, who puts whatever time he can afford into running it. The mods, or Inno, have nothing to do with it.
He has a thread on the en forum that he used to reply to, that would be the place to start.
As for your request, I don't know how possible it will be to plot provinces into a map (not that I know much about it) and I do not think Kingdoms are fully functional yet.

To answer you, unfortunately, I can't get kingdoms and limits of provinces. It would be a massive work to get them manually, and it's not planned.
