can cities merge armies ?

lets say you have 5000 infantry in 1 city and another 5000 in another city , and you're attacking can those 2 merge to form a single 10000 force at an attack ? if so does this work with more than 2 cities as well ?

so does this not mean if you have like 100000+ support in a city that can not be in a million years be taken ? well of course unless you find and destroy every city that gives you the support 1st
